This is a window into how animation studio Kyoto Animation produces its work. You can see the rough animation being drawn, images on computer being colored in and shaded, and camera movements being laid out. The result is an inside peek into one of Japan's most popular anime studios. It depends on the animator. I would imagine some Japanese animators do indeed draw frame by frame through a technique called onion skinning where they can see the action and position of the character from not only the previous frame, but sometimes up to three or four frames before.
